Jim’s career began in the U.S. Army, where he served in global roles across Iraq, Germany, Korea, and the United States. Over time, he became a Certified Acquisition Professional—Level III in both Contracting and Program Management. Notably, he managed multi-billion-dollar programs with the U.S. Army Corps of Engineers (USACE), including restoring Puerto Rico’s power grid and leading contracting efforts for emergency response.
